§ 35.075 HIRING OF CIVIL SERVICE EMPLOYEES.
   (A)   It shall be the duty of the city’s Service Commission to approve all applicants for civil service positions or classifications prior to employment with the city.
   (B)   (1)   When a full-time civil service position is available in any department in the city, the department head shall notify the Civil Service Commission of such vacancy in writing.
      (2)   The department head shall specify what position is available and the qualifications required to fill such a vacancy.
   (C)   Whenever a part-time or temporary full-time civil service position needs filling, the department head shall notify the Civil Service Commission in writing of the need for a part-time or temporary full-time employee and the position or classification which needs to be filled.
   (D)   Each department head shall provide the Civil Service Commission with a list of full-time, part-time and temporary employees, along with their classifications, on May 1 and November 1 of each year.
   (E)   Personnel hereinafter employed by the city must be a bona fide resident of the city at the time of application for employment.
   (F)   (1)   All employees of the city hired as a result of a competitive civil service examination after the passage of this chapter are required, as a condition of their continued employment, to have their place of residence in the city and to be bona fide residents therein.
      (2)   A BONA FIDE RESIDENT, for the purposes of this section, is a person having a permanent domicile in the city.
