It is declared to be the policy and purpose of the city to extend to the eligible employees thereof, effective as of 1-1-1958, the benefits of the Federal Old Age and Survivors Insurance System as authorized by the Federal Social Security Act, being 42 U.S.C. §§ 401 et seq. and amendments thereto. In pursuance of the policy and for that purpose, the City Treasurer shall take such action as may be required by applicable state and federal laws or regulations.
