§ 125.03 PROCEDURE.
   (A)   Any individual seeking to conduct a special event, as defined and described herein, shall apply to the Building and Housing Department for a permit.
   (B)   The applicant shall describe the special event, including the date(s), time(s), location, proposed signage and parking availability.
   (C)   The fee for a special event permit shall be as specified in the Business License Fees Ordinance, Any additional costs incurred by the city for a special event under this section shall be the responsibility of the applicant.
   (D)   Restrictions.
      (1)   The use of searchlights, inflatable symbols and oversized signage may be permitted in conjunction with a special business promotion, upon application and written permission by the Building and Housing Department.
      (2)   Block parties shall require the organizer to obtain the written permission of at least half of the residents that live on the affected block prior to review by the city. If approved, organizers shall provide all residents of that block with written notification of the date and time of the party and a notification of any street closure.
      (3)   Any proposed event that involves use of the public way or public land is subject to authorization from the city Police, Fire, and Public Works Departments. Applicants shall be required to sign a waiver and indemnity form for their use of the public way.
      (4)   Applications for the conduct of a garage or yard sale shall be limited to bona fide residents of the city who have resided within the city for a minimum of one year at the location for which the license is sought. A license for the conduct of a garage or yard sale may be summarily approved and issued by the City Clerk.
      (5)   There shall be no more than two garage or yard sales conducted by a resident at any location in a calendar year. The duration of the license for the conduct of a garage or yard sale shall be for a period not longer than two consecutive days. Further, the sale shall not begin before 10:00 a.m., nor end past 7:00 p.m., on any day during daylight savings time and not past 5:00 p.m. during standard time.
