§ 125.02 PERMIT REQUIRED.
   A special events permit shall be required for any of the following activities:
   (A)   Any event conducted primarily outdoors for a profit or as a promotion, including but not limited to, sidewalk sales, tent sales, garage sales, pop up shops, yard sales, estate sales, farmers markets, carnivals and parking lot sales.
   (B)   Any organized athletic, fund raising or public awareness special event, conducted primarily outdoors, including but not limited to parades, running/walking/fitness events, outdoor wellness events, outdoor speaking engagements, outdoor festivals and music events.
   (C)   Any event conducted primarily outdoors wherein more than 25 people will be in attendance at any given time including, but not limited to, weddings, repasses, graduation parties and yard parties.
   (D)   Any event that proposes to use the public way such as public streets, alleys, sidewalks, parks, parking lots or municipal owned land including, but not limited to, parades, running/walking events, block parties, sidewalk sales and parking lot sales.
