(A) The purpose of this chapter is to identify those special events occurring within the city to ensure efficient delivery of city services and compliance with all zoning, building, fire and other applicable ordinances and regulations for the safety and well-being of the city.
(B) For purposes of this chapter, a special event shall be defined as a one-time event conducted in any zoning district in the city by a business, organization, individual or group that will be conducted partially or entirely outdoors and is either: (i) for profit or fundraising purpose; (ii) attended by more than 25 people; or (iii) requires the use of public property.
(C) This section shall not be construed to require a permit for lemonade stands or other sales of nonalcoholic drinks by minors under the age of 16.
