§ 30.04 PARLIAMENTARY LAW TO GOVERN.
   Insofar as the rights, privileges and immunities of the Mayor and City Council and the conduct of business during meetings of the Mayor and Council are not set forth in this subchapter, or in any rules of order or standing rules adopted from time to time by the Mayor and Council, the meetings shall be regulated and governed by the general rules of parliamentary law, except insofar as the particular matter under consideration is governed by statutory or common law.
