§ 117.23 ISSUANCE OF LICENSE.
   (A)   All applications shall be referred to the Mayor and processed in accordance with the code and other ordinances of the city.
   (B)   The City Clerk shall submit its recommendation to the City Council and no such permit shall be issued, except upon order of the Council.
