A PEDDLER is a peddler of goods, wares and merchandise is any person who has not fixed or permanent place of business and who sells or offers for sale, or exchange, any goods, wares, merchandise, coal, wood, oil, traveling from place to place on, along and upon the streets of the city, or who sells and delivers from any vehicle from place to place any such wares and merchandise.
