For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
MERCHANT PROVIDING SERVICE. Any person or establishment engaged in the business of providing a service to the general public for a fee. MERCHANTS PROVIDING SERVICES includes, but is not limited to barbers, beauticians, nail salons, machine repair, medical clinics, counseling services, dry cleaners, educational services, legal services, fitness centers, printing services, taxicabs, tax preparation services, shipping and postal services, savings and loan agencies, banks, ambulance services, consulting agencies, moving companies,
CIVIC USE. Those businesses owned or maintained exclusively for educational or charitable purposes such as schools, libraries, churches and governmental buildings.
