No person shall maintain or operate any establishment where tobacco of any kind is kept or sold, without first having obtained a license to do so and, for the purposes of this subchapter, any cigarette or tobacco vending machine shall be included within the meaning of this section. A tobacco sales license shall be in addition to all other business licenses required under this code.
