§ 110.51 LIABILITY OF VIOLATOR.
   (A)   The amount of any unpaid fee, the payment of which is required under this title, shall constitute a debt due to the city.
   (B)   An attorney for the city may, at the direction of the Mayor, institute civil suit in the name of the city to recover any such unpaid fee.
   (C)   No civil judgment, or any act by a city attorney, the Mayor or the violator shall bar or prevent a criminal prosecution.
