(A) Unless otherwise specified in this code, it shall be the duty of the Mayor, or his or her designee, to administer and enforce the terms and provisions of this title.
(B) The city may enforce the provisions of this title by filing an action in the County Circuit Court. Without otherwise limiting the foregoing, the city may bring an action to collect payment of unpaid fees or to compel the licensee to take actions to comply with the requirements of this chapter. Provisions may further be enforced through local adjudication or any other manner provided by law.
