In the absence of any provisions to the contrary, the location of any licensed business may be changed to another location within the city if all of the following requirements are met:
(A) Advanced written notice is given to the Building and Housing Department;
(B) The new premises comply with this code;
(C) The City Council approves the change of location; and
(D) Any additional fees which may be required because of the change in location are paid to the city.
