(A) The City Clerk shall present all applications for license to the City Council. All licenses and permits authorized or required by this code, shall be granted by the Council which shall have the power to grant applications.
(B) Every license, when application therefor has been approved by the Council, shall be issued by the City Clerk; provided, the prescribed fee is first paid, the applicant has received a certificate of occupancy from the Building and Housing Department, and where a bond is required, that the bond is properly approved and filed.
