(A) The following applicants are ineligible for an initial business license or renewal:
(1) Wherein the proposed activity will take place, all or in part, upon real property within the city, there exists any past due or delinquent real estate taxes for the property, unless an applicable exemption is proven by the applicant. The applicant remains ineligible until it presents proof from the Cook County Treasurer's Office that the property taxes for the property have been paid in full.
(2) Wherein the proposed activity will take place, all or in part, upon real property within the city, there exists any past due or delinquent fines or fees for the property, whether issued to the applicant, a prior owner, tenant, employee, family member or other person, provided the fine or fee has a significant relationship to the subject property.
(3) Any applicant that is indebted or obligated in any manner to the city, including but not limited to water bills, fines and fees.
(4) Any applicant that is not a citizen of the United States.
(5) Any applicant whose business activity or performance of any act would involve a violation of the zoning code of the city or any applicable law or ordinance.
(B) If any of the above events occur after the applicant has become licensed, its business license is subject to suspension or revocation pursuant to the provisions contained herein.
