The provisions of this chapter are declared to be of a regulatory nature, and it shall at all times be the right of the Police Department, Fire Department, Department of Public Works and other city departments to regularly inspect the site of contractors’ activities to see that the same are being conducted and operated in accordance with the requirements of all laws and ordinances applicable thereto.
