§ 120.05 LICENSE FEE AND TERM.
   (A)   Contractors and subcontractors annual fee.
      (1)   The license fee for general contractors and subcontractors is $175 for a fiscal year that starts May 1 and ends April 30.
      (2)   The full fee is due regardless of when it is purchased. It will not be prorated if not purchased at the beginning of the fiscal year. The license will be good from the date it is purchased through April 30.
      (3)   Prior to any license being issued, the general contractor and/or subcontractor must present proof to the city that they or their company are licensed and bonded.
   (B)   Penalty. Any contractor or subcontractor who shall do or knowingly permit any work to be done without being licensed and registered shall pay a penalty of 100% of the usual licensing fee upon renewal.
   (C)   Exemptions.
      (1)   Homeowners. The homeowner shall not be required to acquire a city contractor license to perform replacement and/or repair work on his, her or their primary residence.
      (2)   Plumbers. Illinois Department of Public Health Licensed Plumbing Contractor and Licensed Plumber or as expressed in state statutes.
