There is hereby established the following schedule of fees for such services:

(B) Charges for ambulance services as set in the fee schedule shall be billed as follows:
(1) When ambulance or emergency services are rendered by the city to residents, such persons shall not be billed for the remaining charges which may exist once final payment has been received from all insurance providers of the resident.
(2) When ambulance or emergency services are rendered by the city to non-residents, such persons shall be billed for the remaining charges which may exist once final payment has been received from all insurance providers of the non-resident.
