§ 125.03 PROCEDURE.
   (A)   Any individual seeking to conduct a special event, as defined and described herein, shall apply to the building and housing department for a permit.
   (B)   The applicant shall describe the special event, including the date(s), time(s), location, proposed signage and parking availability.
   (C)   The fee for a special event permit shall be $35. Any additional costs incurred by the city for a special event under this section shall be the responsibility of the applicant.
   (D)   Restrictions.
      (1)   The use of searchlights, inflatable symbols and oversized signage may be permitted in conjunction with a special business promotion, upon application and written permission by the building and housing department.
      (2)   Block parties shall require the organizer to obtain the written permission of at least half of the residents that live on the affected block prior to review by the city. If approved, organizers shall provide all residents of that block with written notification of the date and time of the party and a notification of any street closures.
      (3)   Any proposed event that involves use of the public way or public land is subject to authorization from the city Police, Fire, and Public Works Departments. Applicants shall be required to sign a waiver and indemnity form for their use of the public way.
