§ 90.08 REPAIR OR MAINTENANCE OF VEHICLES IN CANTERBURY SHOPPING CENTER.
   (A)   Any and all mechanical, servicing or repair work on motor vehicles is prohibited at all times in the public parking areas of the Canterbury shopping center, being the area generally bounded by 159th Street on the north, Richmond Avenue on the east, 162nd Street on the south and Kedzie Parkway on the west.
   (B)   Persons liable pursuant to this schedule shall be the person performing the mechanical, servicing or repair work and the registered owner of the motor vehicle involved.
   (C)   The Police Department of the city or its designee are hereby authorized to tow away any and all vehicles which shall have been duly cited for a violation of this schedule to secure spot for storage and impounding until and after the owner or other person liable under this schedule shall have paid all costs, fines and penalties as set forth in this section. Further, such vehicle so impounded shall not be released until the registered owner thereof shall have appeared and personally demonstrated his or her right to possession of said vehicle through a current and valid state automobile registration card or title document issued by the office of the Illinois Secretary of State.
   (D)   The penalty for the violation of this schedule shall be a fine, after conviction, of not less than $50, nor more than $500, for each day that such a violation persists. Further, that should said vehicle have been towed, then such vehicle shall not be released as provided in division (C) above until and after the owner of the vehicle shall have paid a reasonable fee for towing in the amount of $100 to the city.
