(A) There is hereby created one position of Police Commander.
(B) The Police Commander shall be chosen by the Mayor. The position shall be a non-Board of Fire and Police Commissioners tested/appointed rank. While appointed, a Police Commander shall be on leave from his or her Board of Fire and Police Commissioners rank.
(C) A Police Commander shall be a sworn police officer and shall have all powers and authority as specified by the Mayor and the Police Chief and shall serve in such capacity as directed by the Mayor and the Police Chief. A Police Commander may be removed by the Mayor without cause, at which time he or she shall return to his or her Board of Fire and Police Commissioners rank.
