No person shall be admitted to nor allowed to participate as an examinee in any competitive examination, or any portion thereof, conducted by or under the authority of the Board of Fire and Police Commissioners of the city, for the purpose of establishing a list of eligibles for appointment to positions on the Police Department, unless such person shall have first submitted to the Board of Fire and Police Commissioners satisfactory proof of his or her status as an elector of the city, and proof of actual residence within the city as required in this subchapter.
