(A) There is created and established the honorary position of Chaplain of the Police Department of the city.
(B) The position shall be an honorary position only, qualifying neither as an office, nor as a position of employment in the city.
(C) The position shall be filled by appointment by the Mayor of the city annually, at the commencement of the fiscal year or as soon as practicable thereafter.
(D) Appointments to the position created in this chapter shall be limited to persons duly ordained as religious of a generally recognized religious sect.
(E) This section is not deemed to constitute an endorsement or establishment by the city of any religious belief, persuasion or sect.
