(A) Sworn personnel of the Police Department of the city, whose original or promotional appointments are subject to the authority of the Board of Police and Fire Commissioners are required to be residents of the city.
(B) New personnel shall be allowed a period of one year following their appointment to the Police Department to establish their residence in fact within the geographical confines of the city.
