A person who contracts with the Federal Government or any agency thereof, including, but not limited to, the Department of Housing and Urban Development, to care for vacant residential real estate shall be responsible for maintaining the property in accordance with the applicable provisions of the city’s code of ordinances, including, but not limited to, ordinances dealing with health and safety code violations.
