It has been established by social and scientific evidence that the proper and most efficient utilization of the resources, talents and abilities of those persons employed by the city will result in the most efficient delivery of city services to the residents and persons and firms which interact with the city; thus, the purpose of this Department is to substantially contribute to the efficient management of the city workforce and the delivery of city services by the employees of the city.
