§ 32.155 ESTABLISHMENT; ORGANIZATION.
   (A)   There is established a commission which shall be known as the Electrical Commission of the city which shall be composed of five members as follows.
      (1)   The Chief Electrical Inspector of the city shall be a members and ex officio Chairperson of the Commission.
      (2)   One member shall be an electrical contractor.
      (3)   One member shall be a journeyman electrician.
      (4)   One member shall be a representative of an inspection bureau maintained by the fire underwriters if such member resides in the municipality; if no such member resides in the municipality, then the Chief of the Fire Department.
      (5)   One member shall be a representative of an electrical supply company.
   (B)   If there is no person residing in the city who is qualified under any of the descriptions set forth in division (A) above, the Mayor may appoint some other person to fill that position by and with the advice and consent of the corporate authorities.
   (C)   All members of the Electrical Commission shall be appointed by the Mayor by and with the consent of the corporate authorities.
   (D)   (1)   It shall be the duty of the Commission to formulate and recommend safe and practical standards and specifications for the installation, alteration and use of electrical equipment designed to meet the necessities and conditions that prevail in the city, to recommend reasonable rules and regulations governing the issuance of permits by the Electrical Inspection Division and to recommend reasonable fees to be paid for inspections made by the Electrical Inspection Division.
      (2)   The standards and specifications, rules and regulations governing the issuance of permits and fees so recommended, shall become effective upon the passage of an ordinance adopting the same by the City Council.
