§ 32.089 APPROVAL OF SUBMITTED PLANS AND SPECIFICATIONS FOR BUILDING PERMIT.
   (A)   (1)   Before application may be made for a building permit for any work covered by this code, two copies of the working drawings and specifications shall be submitted to the Board of Examiners and Appeals by filing same with the City Clerk.
      (2)   The Board of Examiners will either approve the design thus presented, or if the approval is withheld, will confer with the owner of the proposed structure, or his or her duly authorized representative, in a helpful and advisory conference.
   (B)   After the return to the owner of one copy of the drawings and specifications, application may be made for a building permit.
