Within any commercial or light manufacturing district, all vehicular entrances and exits on public streets, alleys and highways shall be designed and constructed in a manner to best facilitate the flow of traffic to and from the premises and such entrances and exits shall be subject to the approval of the traffic or highway authority having jurisdiction over the street or highway on which they are located.
