(A) Every parcel of land used as a parking space or a loading space after 8-26-1956, shall have an all- weather surface (asphalt or concrete surface).
(B) All public off-street parking spaces shall be illuminated, and all lights used to illuminate the parking spaces shall be so arranged as to reflect the light away from adjoining lots in residential districts.
(C) No signs other than those necessary for orderly parking control are to be erected or displayed in any public parking area.
