(A) The purpose of the Building and Housing Department shall be to concern itself with all aspects of housing management within the city. It shall track building inspections, the results of such inspections. It shall maintain an inventory of the housing stock within the city, which includes, but is not limited to, the identification of structures, their owners and their state of repair. It shall keep track of proceedings when a house is to be sold or ownership transferred, lit shall make sure that all necessary inspections are carried out, with the results filed, that all necessary documents are issued and all fees due the city are paid.
(B) It shall review applications for build permits in order to determine whether or not the proposed structure is compatible with the neighborhood and with the comprehensive plan of the city. It shall conduct studies to identify housing problems existing within the city and to undertake to conduct meetings, institute and conduct educational and other programs with groups dedicated to promoting and improving the standards of living in this community.
