The Department of Urban Development shall have authority to institute programs for the following purposes:
(A) The elimination and prevention of slums and blight whether residential or non-residential, and the removal of the factors that create slums and blighting conditions;
(B) Provide neighborhood facilities for programs of health, recreation, social or similar necessary community services;
(C) Acquisition and development of land for open space uses in carrying out urban beautification programs;
(D) Provide and improve urban mass transportation facilities and equipment;
(E) Participation in Model Cities Program; and
(F) Any other program consistent with the proposed urban development of the city.
