There is established a Department of Urban Development of the city, which shall consist of three members. One member shall be the Director of the Department of Urban Development who shall be appointed by the Mayor. The remaining two members of the Department shall be members of the City Council and shall be appointed by the Mayor with the approval and consent of the City Council. Each of the appointments shall be for a period of one year. The Director of the Department of Urban Development shall receive such compensation as may be approved by the City Council.
