It shall be unlawful for any person to violate any of the requirements of this division or of the permit issued under this division.
(a) Such violations shall be a misdemeanor and punishable as provided by G.S. Section 14-4.
(b) Unless otherwise provided within the Code of Ordinances of the City of Marion or in state law, persons violating the provisions of this division shall be assessed a civil penalty as provided in Chapter 1 of the Marion City Code of Ordinances.
