Sec. 2-137. Dual signatures required for checks or drafts.
   Except as otherwise provided by law, all checks or drafts on an official depository for more than one hundred dollars ($100.00) shall be signed by the city finance officer or a properly designated deputy finance officer and countersigned by another official of the city designated for this purpose by the council. If the council makes no other designation, the mayor shall countersign these checks and drafts. The council may waive the requirements of this subsection if the council determines that the internal control procedures of the city will be satisfactory in the absence of dual signatures.
