It shall be the duty of the mayor to:
(1) Keep himself informed as to the city's business;
(2) Preside over the meetings of the council;
(3) Sign all contracts, franchises or paper writings authorized by the council;
(4) Appoint such committees, and outline their powers and duties, as is deemed necessary to properly care for the affairs of the city; and
(5) Make such recommendations as is deemed necessary, or expedient, to the council.
