Every house or building abutting any sewer main shall be separately and independently connected except in those cases where laterals from such main have already been laid in macadam or improved streets, without provisions having been made for such house or building, when the connection may be made to an existing lateral. If such house or building is on a macadam or improved street where laterals have not been laid, the connection may be made to any convenient lateral.
