Sec. 20-65. Sewer connections--To be made within thirty days after mains are ready for use.
   Within thirty (30) days after the sewer main in any street is completed and ready for use, if a water main shall also have been installed in such street, the owner of any abutting lot having thereon improvements for human occupancy, shall cause a water closet and sink to be installed and to be connected with such sewer main. All other sewer facilities within such improvements, if any, are also to be connected with such sewer main; provided, however, that the owners of the premises shall be notified in writing by the city of the installation of such water main or the installation of such sanitary sewer, and they shall be allowed thirty (30) days within which to make the required connection or connections.
