Sec. 20-46. Only authorized persons to use water from public hydrants.
   No person, except the public works director, or the chief of the fire department or other authorized persons, shall take water from any public hydrant, plug, street washer, drain cock, hose pipe or fountain, nor shall anyone in any way take water for private use, unless such person pays for the privilege and holds the usual permit from the city.
