There is hereby established a monthly water service charge and a monthly sewer service charge. Said charges will be added to each water and/or sewer bill to cover a portion of the cost for labor, equipment and materials for maintenance of the city-owned water and sewer systems, and for meter reading, billing and collection. The amount of such service charges shall be as set from time to time by the council and shall be listed in the schedule of fees and charges maintained in the office of the water department.
