Within thirty (30) days after the water main in any street is completed and ready for use, the owner of every abutting lot whereon water is needed for human use, shall cause such lot to be connected with such water main; provided, however, that the owner of the premises shall be notified in writing by the city of the installation of such water main, and they shall be allowed thirty (30) days within which to make the required connection or connections.
