(a) Unless otherwise specified in the code, or applicable North Carolina law, all appeals, except for parking violations, shall be to the Marion City Council and must be filed in writing within thirty (30) days of service of the civil citation, notice of violation with opportunity to correct, or other enforcement action. Such appeal must include the grounds upon which the appeal is made.
(b) All appeals of parking violations shall be to the City Manager and must be filed in writing within fourteen (14) days of service of the civil citation. Such appeal must include the grounds upon which the appeal is made. Appeals from an adverse ruling by the City Manager on a parking violation appeal can be made to the Marion City Council by filing a written appeal, which states the grounds upon which the appeal is made, within fourteen (14) days of the date of the City Manager's decision.
