Every person operating, riding, propelling or driving any pushcart, tractor, trailer, bicycle, buggy, cart or other type of machine or conveyance or any person riding or driving or leading an animal upon any of the public streets of the city shall be subject to the provision of this chapter, except those provisions of this chapter which by their very nature can have no application.
