At any time after the issuance of a driver's permit under this article, the city council may suspend such permit for a driver's failure or refusal to comply with the provisions of this article. The board may also revoke any driver's permit for failure to comply with the provisions of this article. However, no permit will be revoked until the driver has received notice and has had opportunity to present evidence in his behalf.
