Every taxicab operated under this chapter shall have a rate card setting forth the authorized rates of fare, and displayed in such a place as to be in view of all passengers. Further, the odometer and other approved taxicab meter in each taxicab shall be kept clear of any obstructions in order for customers to view the odometers to assure proper mileage charges.
