Sec. 17-4. Periodic inspections; cleanliness.
   (a)    Every vehicle operating under this chapter may be periodically inspected by the police department at such intervals as shall be established by the chief of police to insure the continuing maintenance of safe operating condition, but at least once each year. Inspection shall include:
   (1)   Verification of state safety inspection;
   (2)   Verification of compliance with this Code; and
   (3)   Such other items as required by the chief of police.
   (b)    Vehicles must be kept in a clean and sanitary condition. Every vehicle operating under this chapter shall be kept in a clean and sanitary condition according to rules and regulations promulgated by the chief of police and furnished to the owner.
