Prior to the use and operation of any vehicle under the provisions of this chapter, it shall be thoroughly examined and inspected by the police department and found to comply with state safety and equipment requirements and such reasonable rules and regulations as may be prescribed by the chief of police and the city manager. When the police department finds that a vehicle has met the standards as established by the city, the chief of police shall issue a license to that effect which shall also state the authorized maximum seating capacity of the vehicle.
