Sec. 15-138. Salespeople to remain on sidewalk; motorists not to stop.
   (a)    Persons selling newspapers and other commodities shall be prohibited from selling such items within fifty (50) feet of any street intersection and all persons selling such items shall remain on the sidewalk while selling such items and not venture into the street.
   (b)    It shall be unlawful for any motorist to stop a vehicle in a traveled portion of any street for the purpose of purchasing newspapers and other commodities.
