The purpose of this division is to provide for the proper management of the public rights-of-way in order to preserve the health, safety, and welfare of the citizens of Marion. Specifically, this division is intended to provide for the reasonable regulation of the excavation and construction by private owners, utilities, contractors, and other entities within the public rights-of-way and the time, place, and manner in which such excavation and construction occurs.
