Sec. 9-153. Notice to remove: removal; lien for cost.
   If any person shall violate the provisions of section 9-152, it shall be the duty of the chief of police to give notice to the owner or to any person in possession of such premises, directing that, within ten (10) days or sooner from the time of such notice, all graffiti shall be removed from such premises. Should any owner or any person in possession refuse, or fail to abate such nuisance, the chief of police shall proceed to remove it or have it removed. The cost of such removal shall be charged against such premises and shall become a lien upon such property, and if such cost is not paid within thirty (30) days it shall be collected in the manner as is provided for the collection of delinquent taxes. Each day on which any of the provisions of this section are violated shall constitute a separate offense which shall also be punishable in accordance with the provisions of section 1-10.
